As the markets for the conventional fixed telecommunication network service inevitably reaches saturation point, telecom service providers have to come up with new services and applications of high value-added to ensure that their businesses grow and increase its overall revenue in the commercial market. Some telecom service providers can consider submitting their applications to OFTA for Services-Based Operator (SBO) Licence. “Telecom service companies still get a lot of business opportunity in the commercial market,” said David Chen, Managing Director of Owtel. Owtel has been successful in securing a license from SBO.
In 2005, OFTA completed the review of the IP telephony regulatory framework, which created a service-based licence to facilitate the market entry of VoIP service providers. Another telecom service provider, a Singapore-based company, Pacific Supernet has also applied for the SBO licence.

Mr. Chen applied for the SBO licence the day after OFTA made its announcement. “Residential market in Hong Kong has become saturated. Many large-scale service providers invest a huge of resource on promotion and advertising, and this is a fete that many small service providers can replicate. Still, there’s still a lot of opportunities for small players,” he said.
Owtel announced to launch Hong Kong and US VoIP local service in April. Chen says that the VoIP technology and system will replace traditional long distance service. “This is aims to enhance the mobility of the commercial users, businessmen and globetrotters,” he said.
Price reduction to induce more customers
“The existing telecom service provider can provide VoIP local service in Hong Kong, but afraid of decreasing its profit of long distance service in the commercial market, many finally refused to launch. Since the Hong Kong Government opened its VoIP market, there has been an increased survival opportunity for small telecom service providers,” said Chen.
“For the launching of new service, Owtel invested less than one million, the cost is far lower than other service providers. This price can be set flexibly, we may reduce price to order to capture a wider customer base.”
“The IP Phone will become hit business in the coming few years, and cut the value of long distance service, IP Phone will become the major revenue to replace long distance service,” Chen concluded.
